At the March 15, 2011 Town Board Public Hearing the Supervisor spoke clearly stating-----
“This is a zoning request. It is not a changing of the Code."
In late 2012 the next Act continues-----
At the December 2011 Planning Board Public Hearing the Board felt the only two items of impact or interest, in their
minds, were changing the Zoning Code and looking at traffic impacts. The fact the proposal didn't comply with state and
local law was ignored. The fact the proposal had been rejected dozens of times was ignored. The fact that every project
in that area resulted in destruction to downstream properties was not of importance. No concern for light, noise,
flooding nor character of the neighborhood. No concern for the people, the residents, the Comprehensive Plan. No
concern for anything but agreeing to bring in some professional who would tell them how to change the character of the
neighborhood.
The Development Office drafted a suspect RFP that included "Developer Recommendations". RFP's should be neutral; not
based on the demands of one developer for one pet politically motivated project. Note the Irondequoit RFP commences
with mention of one project. Note the "developer recommendations" used as a basis for new code designed for the town
administration.

Below is an RFP written for a prospective zoning code change in Penfield. It came out the same time as Irondequoits.
Penfield advertised for 6 weeks, Irondequoit for 6 days. Penfield looked for planners, Irondequoit looked for engineering
firms with political connections. Notice the highlighted areas. Notably absent are biased recommendations in support
of specific personal agenda projects of Officials. Notice the inclusive process to be driven by residents.

Penfield is exemplar in its behind the scenes honesty. It is through their personal and collective integrity that sophisticated developers are unable to make back-room deals in their town. Penfield's officials, both elected and appointed, have a core belief in the will-of-the-people and not the party donors.
